MOORE Esquire, judges of the said court. Clinton County on this third day of October 1820 personally appeared in open court, it being a Court of Record proceeding according to the course of the common law, and having the power of fine and imprisonment, and keeping a record of their proceedings in and for the County of Clinton, MICHAEL ROWS of lawful age residing in the town of Champlain in the County of Clinton, who being first duly sworn according to law, doth on his oath say that he xxx of JACQUES ROWS, a pensioner under the act of Congress of the 18th march 1818, that the said JACQUES ROWS is laboring under a stroke of the palsy and is unable to speak intelligibly and totally incapable of going before the court at Plattsburg and taking oath prescribed by the act of Congress of the first of May 1820. That his original declaration to obtain a pension under the act of Congress of the 18th of march 1918 was made the thirteenth day of April one thousand eight hundred and eighteen. That he has received a pension certificate numbered 5159 and dated the first day of January one thousand eight hundred and nineteen. And I do humbly swear that the said JACQUES ROWS was a resident citizen of the United States on the 18th day of March 1818 and that he has no articles of real or personal property … anything excepted except for one old ... worth $2.00 MICHAEL ROWS {signed, his + mark} Sworn to and declared on the third day of October, 1820 before the above judges. That he joined the American Army in Canada late in the fall of the year 1775 as a volunteer. That he entered the City of Quebec with General MONTGOMERY when he felt that he retreated with the American Army from Canada. In the year 1776 was in the battle at the THREE RIVERS with General SULIVAN when he was made a prisoner. That he was at the BATTLE OF BENNINGTON with General STARKS & was also at the CAPTURE OF [JOHN] BURGOYNE. That in the year 1778 he was with Quartermaster General MORGAN LEWIS in the Battalion serving on the MOHAWK RIVER. That in the fall of that year, he joined General HAZEN at FISHKILL with whom he continued to the end of the war. That he was frequently mustered & did his duty in the Regiments in different capacities as he was required but never was enlisted. That he missed his pay & depreciation in final settlement notes amounting to about three hundred and sixteen dollars. That the Regiment of General HAZEN was not, to his knowledge, attached to the lines of any state, but were denominated the Congress Regiment. That by reason of reduced circumstances in life his is in need of assistance from his country for support. That he is a citizen of the United States and has resided in the state of New York ever since the Revolutionary War & sustained a Captain’s Commission in the militia of the said state. That no pension has been allowed him & that he hereby relinquishes all claim to pension by any law of the United States other than the law of the 18th March last on which he now applies. Dear Sir, I have been referred to yo by James F. McKinley, Brigadier General, Acting the Adjunct General. I am seeking information concerning the Revolutionary War Records of JACQUES ROUSE, who settled at ROUSE’s Point, Clinton County, New York in 1783. There is a mention of his services in the Office of the Surrogate, Clinton County, New York. There is a record in the Adjutant General’s Office of one JACQUES ROUSE serving in PAULINT’s Company, HAZEN’s Regiment. Neither the date of his enlistment, nor the period of his service is shown. THOMPSON 807 Stuart Street Green Bay, Wisconsin Dear sir: Reference is made to your letter in which you request information in regard to JACQUES ROUSE, a Revolutionary War soldier who settled in Clinton County, New York. The Record of JACQUE ROWS given below is obtained from the papers on file in pension claim, S. 42217, based upon his military service in the Revolutionary War. JACQUE ROWS joined the American army in the fall of 1775, in Canada, entered Quebec with General MONTGOMERY, was in the BATTLE OF THREE RIVERS and the retreat from Canada, was at the BATTLE OF BENNINGTON, was also at the CAPTURE OF BURGONYNE, and in 1778, was in the BATTEAU SERVICE under Quartermaster General, MORGAN LEWIS; in the fall and continued with him until the end of the war. Subsequent to his service in the Revolutionary War, the soldier was commissioned as a Captain in New York State militia. He was allowed pension on his application executed April 13, 1818, at which time he was sixty-five years of age; the date and place of his birth are not shown. He resided then in Champlain, Clinton County, New York, where he had resided for many years; he had lived in New York State ever since the Revolutionary War. In 1820, one MICHAEL ROWS was a resident of Champlain, New York, no relationship to the soldier, however, stated. Very truly yours, A. D.
